Madrid Declaration – ICAM 2025 Ibero-America Summit
From June 4–6, 2025, leading legal institutions gathered in Madrid to endorse the Madrid Declaration, a living roadmap for the defense of the rule of law and Ibero-American legal cooperation.
The declaration was issued by the Ilustre Colegio de la Abogacía de Madrid, alongside other leading Latin American legal institutions such as the Ilustre y Nacional Colegio de Abogados de Mexico, A.C. (INCAM), a founding member of the Consejo General de la Abogacía Mexicana (CGAM).
Key commitments include:
1. A shared and strategic vision for the Ibero-American legal community.
2. Defense of the rule of law and legal certainty as pillars of stability.
3. Condemnation of institutional erosion and growing inequality.
4. Legal professionals as agents of transformation—not spectators.
5. Coordinated responses to global challenges like AI, climate change, and migration.
6. Commitment to high-quality legal education.
7. Justice access as a structural right.
8. A unified Ibero-American legal agenda.
9. Legal principles must translate into public policy.
10. Continued collaboration for a shared legal future.
